With the release of SQL Server 2017 this week, Microsoft has also made SQL Server 2017 Express available for download in the Microsoft Download Center.
Microsoft SQL Server 2017 Express is a free, feature-rich edition of SQL Server 2017. This release is ideal for learning, developing, and enabling Web applications, for desktops and small servers, and for ISV redistribution.
LocalDB (SqlLocalDB)
• LocalDB is a simple version of Express that has all the programming features, runs in user mode, has a quick and unconfigured installation, and a small list of prerequisites. Use this option if you need a simple way to create and work with databases from code. It can be bundled with application development tools and databases, such as Visual Studio, or embedded in an application that requires local databases.
Express (SQLEXPR)
• Express edition includes only the SQL Server database engine. Best suited for accepting remote connections or administering remotely.
Express with Advanced Services (SQLEXPRADV)
• This package contains all components of SQL Server Express, including the full version of SQL Server Management Studio. This package includes Full-Text Search and Reporting Services.

SQL Server 2017 Express is available for free download here. This version is compatible with Windows 10, Windows 8 / 8.1, Windows Server 2012, Windows Server 2012 R2 and Windows Server 2016.
Other requirements include Intel processor with 1GHz or faster, minimum 512MB of RAM and at least 4.2GB of free disk space.
Limitations: Microsoft SQL Server Express supports 1 physical processor, 1GB of memory and 10GB for storage.
